you could cut it into strips and weav it up having random silver visability reflective parts coming through and then turn it into a bag etc

Give to someone who cycles or walks in dark.
When you walk or run or cycle in a rain, it does not matter if it’s old or used – what matters is that you are visible when it’s dark.

It really depends how much of it is intact. This morning I saw a backpack with a square panel of high-visibility-stuff sewn to the back, for use when cycling.
